Comment:

 we were missing a commit which added
 POWER_SUPPLY_VOLTAGE_MAX_DESIGN=6500000 and changed
 POWER_SUPPLY_CHARGE_FULL_DESIGN=3100000 to 2800000.  this fixes the
 problem.
