Comment:

 Can't reproduce here. No mention of /var/cache/yum in /proc/mounts.

 I installed vim: yum install vim

 It downloaded databases and installed it.

 I then installed screen: yum install screen

 It installed screen directly without downloading databases.

 No problems found.
