Comment:

 Speak-41 is in 12.1.0 os13/os14 but adds ".." after each of the language
 choices in the drop-down spoken language selector.

 According to [Sugar:3674] the Spanish robot was fixed by a Sugar fix.  The
 robot does seem picky for some questions about the presence of or lack of
 accents and leading question marks, but otherwise works.
