 All of them, as previous release XO file was made without running
 'setup.py build' before to generate the .mo files from the .po' files.  We
 found that this is the case of other activities:

 The 'setup.py dist_xo' includes that step since sugar0.94 but some
 activity maintainers seem to be using some weird builder.
