Comment:

 Its not worth the effort to fix this.  The reason this happens is that
 sometimes when the EC wakes up from STOP mode it completely reboots rather
 than just continuing from the point at which we enter STOP.  Since CP is
 set and the laptop is off it powers up the laptop because that's what CP
 is for.

 Setting CP indicates to the EC that the XO should be powered up 100% of
 the time.  If you want the XO to return to the same power off state then
 the AP flag should be set rather than CP.
