 Something like this has been seen in a repeatable manner with os18 (with
 runin 0.20.4) but the situation is somewhat artificial.

 If gdb is attached to runin-gtk, after runin completes gdb receives the
 SIGTERM signal and stays active.  Quitting gdb at that point allows the
 reboot cycle to continue, but the XO never reboots.  At that point Sysrq
 does not work.
