 gstreamer-plugins-base-0.10.36-1 fails to allocate an output buffer when
 trying to play certain (many?) video files because of incorrect check.

 This happens both for Vmeta-related output as well as plain Ogg Theora
 video.

 Jon Nettleton says http://cgit.freedesktop.org/gstreamer/gst-plugins-
 base/commit/?id=17715ac8ae4095cb12251c0f5f3ecb8d177e4b0e is the fix.
 (Potentially tested by Jon; but not the reporter.)

 Seen in 12.1.0 os17 (and for a while now).
