 The DCON showing the final plymouth screen is not guaranteed to be
 unfrozen before welcome activity starts cycling.

 I am not quite certain how to reproduce this as it seems to be an
 intermittent problem.  This has been seen on XO-1.5 (already entering the
 name) and on a 1 GHz XO-1.75 (unfrozen at the point it was showing
 changing the user colors).  It may also have been seen on the XO-1 (very
 short OLPC intro frame).

 This may be partially due to systemd's ability to start everything at once
 causing a high system load in the background.  Seen in 12.1.0 os16.
