 In some cases (perhaps due to more than one queued command) the Libertas
 driver may repeatedly reset a card after resume or a failure condition
 occurs.

 These repeated resets significantly increase the amount of time before the
 card is ready for use again.

 This was seen in 12.1.0 os16 on a XO-1.5 as well as a few times
 previously.
