Comment:

 Clock-9 is present in 12.1.0 os16 and seems to have good Spanish and
 English accents.

 However it may still say "What Time is It?" with a strange accent if the
 language does not have the "time (h, m) => What Time is It?" string
 translated.  A notable case where this happens is with Brazilian
 Portuguese (verified by inspecting the .po file).
