 1. Install 12.1.0 os16 on a XO-1.
  2. Connect the XO-1 to the Internet.
  3. Start a new, clean instance of Browse.
  4. Click on the button on the home page to "get a developer key".

 The page shown may not show any text at all, and occasionally has a cutout
 shown in the top-left corner of the top blue banner area.  The "Use the
 button below..." text include in the /home/.devkey HTML file does not
 appear, and the Submit button often does not appear as well.

 For santity's sake I verified I could browse www.google.com after seeing
 this page was broken.

 This was seen on both an English and a Spanish XO-1. I have not reproduced
 this on XO-1.5 or XO-1.75.

 Of note is that this page includes content on activation.laptop.org to
 render most of its text, and tries to detect the Browser's locale.
 Looking at this page without being connected to the Internet will make it
 look blank without printing a warning.
