#11585: libertas may be setting wrong regulatory domain on startup

 When starting 11.3.1 os25 I have a XO-1.75 B1 which claims to set the
 regulatory domain to the EU:

 {{{
 [ 697.559361] cfg80211: Calling CRDA for country: EU
 }}}

 It will connect to an access point like this if there is one already
 configured in Sugar.

 If you try to connect or reconnect to a new access point from Sugar, it
 starts talking about a "World" regulatory domain and setting the allowed
 power/frequency ranges for that:

 {{{
 [ 823.552860] cfg80211: Calling CRDA to update world regulatory domain
 [  823.619341] cfg80211: World regulatory domain updated:
 [  823.619341] cfg80211:     (start_freq - end_freq @ bandwidth),
 (max_antenna_gain, max_eirp)
 [  823.658544] cfg80211:     (2402000 KHz - 2472000 KHz @ 40000 KHz), (300
 mBi, 2000 mBm)
 [  823.666415] cfg80211:     (2457000 KHz - 2482000 KHz @ 20000 KHz), (300
 mBi, 2000 mBm)
 [  823.698504] cfg80211:     (2474000 KHz - 2494000 KHz @ 20000 KHz), (300
 mBi, 2000 mBm)
 [  823.706416] cfg80211:     (5170000 KHz - 5250000 KHz @ 40000 KHz), (300
 mBi, 2000 mBm)
 [  823.738499] cfg80211:     (5735000 KHz - 5835000 KHz @ 40000 KHz), (300
 mBi, 2000 mBm)
 }}}

 Rebooting the XO causes it to try to set the EU settings again.

 This is of slight concern since the EU allows channels 1-13 and the US
 only allows 1-11. I also don't know if this is a matter of software
 settings, factory settings, firmware in the card, etc.
