When starting 11.3.1 os25 I have a XO-1.75 B1 which claims to set the
regulatory domain to the EU:

It will connect to an access point like this if there is one already
configured in Sugar.
If you try to connect or reconnect to a new access point from Sugar, it
starts talking about a "World" regulatory domain and setting the allowed
power/frequency ranges for that:

Rebooting the XO causes it to try to set the EU settings again.
This is of slight concern since the EU allows channels 1-13 and the US
only allows 1-11. I also don't know if this is a matter of software
settings, factory settings, firmware in the card, etc.
