 1. Start the Scratch activity.
  2. Switch to the Sounds tab.
  3. Press the play button, listen, and then press it again.

 Expected: The two meows should sound the same.
 Actual: The first meow played after starting Scratch often is truncated,
 or occasionally sounds nothing like a Meow.  The second one will sound
 fine but is harsh and poppy due to a lack of upsampling.

 Seen in os24 & os23.
