 For 11.3.1 we are using 2 bit cursors which means we currently  carry a
 2-bit version of the adwaita cursors (#11566).

 We need to define our longer term strategy. If we are going to keep using
 hwcursors, then either we want ARGB support, or we need to have a long-
 term 2-bit cursors plan.
