Comment:

 FotoToon is an activity which lets users import pictures and draw "speech
 bubbles" with text on top of them.

 I believe you may only be able to manipulate speech bubbles in the
 currently selected panel (which picture/region you last clicked on).

 If you are trying to draw speech bubbles in the top thin rectangle panel
 and you can't move them outside of that region, I believe that is by
 design.   Gonzalo may have a better answer.
