 Technical requirements: the first line must begin with "\ " otherwise the
 file is ignored, the remaining lines without "\" form executable code, any
 arguments for the kernel command line must follow "macro: CL ", and
 precede the end of line, the "false" may be changed to "true".

 This is a user interface for a remote technician to configure the boot
 loader.  With it they can either add kernel command line arguments, or
 enable the serial driver.

 There are four sections of text present, separated by blank lines:
  * the header which shows what kind of file this is,
  * the explanatory comment and macro line at which kernel command line
 arguments can be typed,
  * the explanatory comment and value definition for the enable-serial
 option,
  * a trailer which marks the end of the configuration section.

 There is an opportunity to include both english and spanish comments in
 the same file, but no opportunity for separate files by language.
