New description:

 Powerd's camera_busy() is stubbed, and just returns false on the XO-1.75 &
 XO-3 platforms.

 These systems therefore can suspend while the camera is active as long as
 nothing else is keeping us awake, which is not what we do on XO-1 &
 XO-1.5.

 Seen in 11.3.1 os27 with the siv120d camera.
