 I think this is probably due to issues with kernel's olpc-battery driver
 that makes upowerd compute the incorrect energy capacity.  I've attached a
 patch that I think should fix that.  Please test.

 Yes.  That's intended.  It will only restart charging once you drop below
 93%.
