Comment(by greenfeld):

 With Q4D02 (stock EC code) + 11.3.1 os26 we report the primary XO battery
 as being 100% charged once charging is complete.

 However once the charger is unplugged, we immediately drop down to
 reporting the battery's actual(?) capacity, which for non-fresh batteries
 be around 90-98% instead of than 100%.   Immediately plugging the charger
 back in does not charge the battery (showing a green battery LED state),
 but doesn't force the state-of-charge back to 100% either.

 I'm not certain if this is the intended behavior.
