 If you do

 ping www.google.com
 }}}

 as olpc user, you get a error "ping: cap_set_proc: Operation not
 permitted". If you run the same as root, works ok.

 Reported in http://lists.sugarlabs.org/archive/sugar-
 devel/2012-December/041320.html and tested in os20 xo-4.
