 I have not seen this for a while.  I also have been careful to make sure
 XO-4s are turned off since I believe powerd's safeguards here are
 disabled.

 Personally I am using NiMH batteries in XO-4 C1s for the most part.

 If this doesn't show up on the tinderbox measurement framework iterating
 through various startup/shutdown & external power connected/disconnect
 scenarios then this ticket probably can be safely closed as invalid.
