 I test signed a copy of the XO-4 activation initramfs (actrd4) from 13.1.0
 os16, and verified that the file system was roughly twice the size of
 runrd4.

 But when I tried to boot the signed version bitfrost.leases.crypto could
 not import verify lease.

 Martin may take an initial look at this.
