Comment:

 A clean solution to this involves moving the reset logic into the mmc
 layer.
 Also, the reset may have been spurious anyway due to #12047. And we
 haven't seen this during the last few days of intensive 12.1.0 testing, so
 its not a frequent occurrence.

 Moving to a later release.
