 The gist of the request is that we should be able to have a "welcome"
 screen on the first boot of Sugar, a simple "slideshow" of images. At this
 stage, we are aiming for a simple, low risk implementation.

 For official OLPC builds, plan is to have some a mix between images from
 http://www.flickr.com/photos/olpc/collections/72157608680440308/ and some
 screenshots with usage hints indicating the main UI affordances (the 4
 views, the frame).

  * It should only appear if configured via a gconf/dconf entry pointing to
 a directory with images.
  * The directory with images will be provided from OOB at img build time.
 Images must conform to target format.
  * It should only appear on first login. Optionally we can have an
 activity that also shows the images.
  * The UI should be an overlaid window, similar to our current control
 panel. Only controls needed are close, next, prev.
  * It should start fast, not compromise Sugar startup time.
  * Fallback: if we hit problems, is to not enable the feature from OOB.
 This assumes the code is self-contained and without side-effects.
