Comment:

 Reproduced in 11.3.0 os5 with an English HS KB mapped to be Spanish, but
 may need more information about #11264 to see what is going on.

 I seem to recall seeing and possibly filing similar issues with Write
 before.  For example: [Sugar:1770].

 One speculative possibility may be that Write may be using its own
 keyboard handler which bypasses our definitions and looks at raw scancodes
 or similar.
