 This is a "contractual requirement" by Quanta quality assurance.

 Normally, it is provided by a hardware circuit in the PMIC, and it forces
 the processor to periodically enter C3/C4 state to reduce the die
 temperature.

 Mars did mention that a minimum interpretation of the QA requirement would
 be to shut the laptop down upon exceeding a certain SoC die temperature.
 This would be simpler than trying to modulate the operating frequency
 under software control.
