Comment:

 I disagree.  The problem has happened in other activities before the
 manifest function was removed, and the manifest function did not check for
 this condition.

 (I'd also like to have this tracked within the XO-1.75 effort, so I'm
 changing the milestone back.  Our dev.laptop.org/1.75 report does not
 track 11.3.0 yet, and I don't think it should.)
