 Thanks Saadia. As you note, the bug is that we have a hang here:
 psmouse_connect->psmouse_initialize->psmouse_set_rate->ps2_command

 scsi-wait-scan was simply the first thing to choke on the fact that our
 mouse init is screwing up. I just committed a patch that will allow us to
 get further info on this. See instructions in #11363.
