#11362: prefdm fails to start in some boots

 Booting Os882 on XO-1.75 C1 units, we find prefdm sometimes fails to
 start.

 This very similar to #11088, however I find some indications that it may
 have a different root cause.

 Comparing a good vs bad boot, /var/log/messages says, in the failed
 startup:
