 We should ensure that an XO user can build an activity bundle without
 loading any additional packages.  Whether that means removing the Sugar
 dependency on git (by making bundlebuilder gracefully degrade), or adding
 git temporarily, is something I have no opinion on.

 It is unfortunate that the removal of MANIFEST support has yielded a
 situation which makes it even more complicated.
