After a bit more debugging (logging to /dev/.udev/) I find that we have a
udev rule that tries to catch any rtc it can, and sync to it. It is
definitely not prepared for systems with multiple RTCs.
The fix is to override the file (which we can, by using the exact same
name). Will need a rule so that it works on XO-1 and XO-1.5 correctly.
Filed it upstream for reference and education -- not expecting a fix

Systemd has similar (if not worse) limitations.
