 Using the f11 and f12 keys while running the #11421 tone test, only the
 upper four volume steps are useful.  The sound is almost inaudible below
 this.

 Using ''speaker-test -t sine -c 2'', only the upper two volume steps are
 useful.

 The steps change the Master mixer control.  The steps from the top are:
 100%, 90%, 80%, 69%.

 Expected result: 0% is silent, 10% is almost inaudible, 100% is loudest,
 and levels between are a gradual change.
