Comment:

 Is this behavior acceptable?
 date: gives correct real time
 hwclock: gives time since boot
hwclock --rtc=/dev/rtc1: gives correct real time

We can achieve this by turning off "Set system time from RTC on startup
and resume" which disables the flag CONFIG_RTC_HCTOSYS and
CONFIG_RTC_HCTOSYS_DEVICE, and additionally giving the hwclock command in
/etc/init.d/halt and reboot the argument --rtc=/dev/rtc1

If this is acceptable, I will make the changes.
