 Problem 2 is fixed and will show up in the next EC code release >= 0.3.06

 Problem 1 appears to be independent of the EC.  Testing indicates that
 sugar is not using the EC's SOC metric but rather getting its info from
 upower.  Its not clear yet how upower is computing the battery SOC.
 Whatever it is its not what the EC says it is.
