 With 11.3.0 os883, two XO-1.75's (a B1 and a C1) are failing to get a
 lease over wireless in secure mode, or at the very least trying every AP
 seen instead of just open ones.

 XO-1.75s seem to treat all APs seen as open, regardless of encryption
 level.  However only 1-3 APs are chosen to be tried at a time.  So given
 that 100+ APs can be seen from our office, the XO-1.75s are having a much
 harder time detecting the school server's AP than the XO-1s and XO-1.5s
 are.
