 Not quite a duplicate, but very similar.

 This report is about the JavaScript navigator.language property.  #8746 is
 about the "Accepted Languages" header in the HTTP request.

 These two are different. The property normally reflects the system
 language. The header has a list of preferred languages stored in the
 browser. This web page hinted in the other ticket shows the property
 first, the accepted languages second:

      http://browserspy.dk/language.php

 Visiting it on the XO indicates that #8746 is fixed by now, it correctly
 shows "de" for me. But language is still en_US.
