#10859: XO power management suspend logic needs to allow network connection before
suspending again

I'm not certain which component this goes under, but...
0. Configure an XO-1.5 so it has an access point it knows about and will
automatically connect to. Switch to the Network view in Sugar.
1. Let (or force) an XO to suspend itself to the point the wifi card is
turned off.
2. Resume the XO, and do not touch it after waking it up.
3. There is a very good chance that the XO will suspend again before
reconnecting to a network using the default powerd settings. This also
can affect the XO when it first starts up, preventing it from connecting
to a network. Network manager may or may not reliably connect us to a
network when you wake up the XO a second or third time after this happens.
It seems to depend on how long you wait after this happens as to if it
wants to try or not.
Seen in various 11.2.0 builds including os18.
