New description:

 So that a user can easily do this:
  * Find a bug
  * Open log activity, click on "Upload Log", and copy its web address
  * Open ticket in dev.laptop.org, describe bug and paste the logs web
 address.

Comment:

 I'd like the workflow to be:
  * find a bug,
  * open Log activity, create a journal object representing the system
 state at the time, (log to journal),
  * optionally search for known problems on bugs.sugarlabs.org or
 dev.laptop.org,
  * open new ticket in bugs.sugarlabs.org or dev.laptop.org, describe bug,
  * upload the journal object created in the second step above.

 Browse can upload a screenshot from Journal to a bug. It should be a
 short step to have it upload a tar.gz from the Log activity.

 Uploading might also be done directly in Python for those cases where the
 Log activity or Browse cannot be started.
