 Paint needs to enter a very short delay loop (in case the user
 repetitively clicking the up/down buttons) and look for focus to leave the
 control (in the case of manual number entry; either that or the user
 pressing Enter) before attempting a resize operation.  Otherwise for
 imported Sugar screenshots and similarly sized objects this is very slow
 and hard to use on an XO.

 We also likely should show the busy cursor while the resize operation is
 being processed.

 Seen in Paint-31 in 11.2.0 os13.
