#10729: Force XO 1.5 Capture audio mixer control to be captured

------------------------+---------------------------------------------------
I have noticed in rare cases that XO 1.5 laptops with a 10.1.3-derived
build may not set the "Capture" mixer control to be captured itself. If
this is not set, it does not seem possible to record audio, and I've
noticed this on non-XO platforms as well.
I have not come up with any particular rule to figure out how and when
this happens, and cannot even say that the same XO will do it two times in
a row. The vast majority of XO 1.5 boots I've done (even with OS images
that seem prone to it) do not have this issue.
I have seen this happen after reflashing an XO and attempting to
immediately record audio as the first activity after the first boot.
Adding "amixer -q sset Capture cap" to the XO 1.5 settings of olpc-
configure would fix this, and largely be harmless otherwise. This should
be done in addition to setting the Capture control to 100%.
