 After further investigation, this looks very likely to be related to our
 fuse issues, where some of the SoCs on A3 boards were set erroneously to
 ARMv6. ARMv6 has a different cache coherency model, and the MMC layer
 issue got tracked down to a cache coherency issue.

 OFW Q3A13 overrides the settings and forces the SoC to operate in ARMv7
 mode -- Q3A14 and later do not, so we need to test if Q3A13 + OS15 boot
 correctly on the affected boards (13, 17 and 40).
