 os13.zd has a coarse workaround for this - removing /sbin/plymouthd and
 /usr/bin/plymouth . So reboot now does reboot.

 Not closing as it's not a real fix. But Quanta's B1 process does require
 working reboot.

 If you are investigating this issue, re-instate plymouth to repro:
 {{{
 mv /usr/bin/plymouth{.disabled,}
 mv /sbin/plymouthd{.disabled,}
 }
