 The Sugar bug mentioned above has been fixed. Sugar now defaults to the
 system timezone as you suggest.

 My brain was asleep yesterday, I'd forgotten that statetab can be used for
 both volatile RAM-backing of files, and storage of files outside of the
 root disk in persistent storage. I'd also forgotten that there is a lack
 of linkage between Sugar's timezone control panel and GNOME, so I've just
 created #11004 for that, with some details on the initial steps that I
 think should be taken.

 However, I think programming of the default timezone at build time is
 working fine for both Sugar and GNOME. ntpdate issues are welcome in new
 tickets (but please investigate/verify first - I would be surprised to see
 ntpdate using /etc/adjtime...), and #11004 can be used for the GNOME
 issue. Is that everything covered?
