Comment(by manuq):

 It seems to happen for every first operation, not just selection move:

  1. start Paint (as new activity or from previous painting)
  2. do any drawing, for example paint with the brush, or paint the whole
 image with the fill bucket
  3. try to undo: error, nothing happens
