#10943: powerd not detecting system activity to the extent it probably should

powerd is not detecting system activity well. I've noticed with
11.2.0/F14 builds in general powerd seems to be more aggressive about
putting a system to sleep while using activities than 10.1.3 systems would
 be.

With 11.2.0 os21 I had an XO-1.5 switch to idle suspend while the dot boot
ring was on its final dot but before the system cleared it to show X
Windows & the initial prompt to enter a user's name. That probably should
be considered falling asleep a bit too quickly.
