 Since I cannot copy/paste from Terminal (#10930) I wanted to attach a
 screenshot. Opened Browse, find trac ticket, "attach file", select from
 object chooser, submit. Got this error:

 Trac detected an internal error:
 UnicodeDecodeError: 'ascii' codec can't decode byte 0xc3 in position 36:
 ordinal not in range(128)
