#11093: 1.75 B1 network indicators flash at constant rate when associated

On 1.75 B1 laptops, the network activity indicator flashes at a constant
rate when the XO is associated with a network (ad-hoc or AP-based does not
matter).
The rate is appears to be a 2 Hz on/off cycle similar to a VCR flashing
12:00. No change in rate is seen based on forcing the card to
send/receive network data, or possibly even scanning (except very
briefly).
This turns the network activity indicator into a bit of a flashing idiot
"connected" light which is distracting and largely meaningless, as we
could be connected to an AP, automatic Ad-hoc, etc. and it will flash the
same way all the time. If possible we should try and avoid this.
