#11088: kbdshim-18 breaks boot

 Installing kbdshim-18 on 11.2.0 breaks boot. The white X screen comes up,
 and thats it.

 Console shows that the prefdm service has failed and is being restarted a
 few times.

 Tried to investigate this briefly but got quite confused, probably best if
 you could have a quick look at this and see if anything is obvious to you.
 Is kbdshim taking over tty1 preventing X from running there? Running "stop
 prefdm" and then hitting ctrl-c on tty1 caused kbdshim to restart.
