 Agreed, the F14 option just runs as root.

 F15 is a lot better though - under GNOME as a regular user I can just
 click on my new timezone and the systemwide /etc/localtime is auto-
 updated. Digging into the code, this is thanks to the
 org.gnome.SettingsDaemon.DateTimeMechanism dbus API. Need to investigate
 if its acceptable to have sugar depend on gnome-settings-daemon.
