Comment:

 Your analysis is correct - French / Azerty keyboard definition has a patch
 applied redundantly.

 Fixed up and placed in my ~/public_rpms/f14 for 11.3.0 . Also removed it
 from the pending patches for F15 - so when we rebase on F16 or so this one
 isn't on the pending list.
